The Ethiopian Police University has successfully accomplished its major strategic objectives for the 2018 Ethiopian Fiscal Year (EFY), registering remarkable achievements across education and training, research, administration, institutional development, and technological modernization.
Presenting the University’s annual performance report, the President of the Ethiopian Police University, His Excellency Dr. Tamirat Mulugeta, announced that the institution successfully met its planned strategic goals through strong leadership, coordinated implementation, and an integrated management system. He noted that the achievements realized across all operational sectors have significantly enhanced the University’s capacity to produce a professional police force and effectively fulfill its national and public service responsibilities.
Major Progress in Education and Training
In the area of education and training, the University strengthened the quality of its academic programmes by developing and implementing modern curricula designed to advance police professionalism. Among the major achievements were the introduction of an undergraduate Bachelor of Laws (LL.B.) programme and the formal approval and launch of a Doctor of Philosophy (PhD) programme, marking a significant milestone in the University’s academic development. The University also established the first ever Crime Investigation Academy, which will significantly contribute to the enhancement of the criminal justice system.
The Ethiopian Police Academy also recorded a historic achievement by training and deploying commando and para-commando personnel entirely through its own institutional capacity for the first time. In addition, the University successfully conducted specialised hardship training and rank promotion programmes while expanding foreign language training to improve officers’ communication skills, operational effectiveness, and preparedness for both national and international assignments.
Advancing Research, Consultancy, and Community Engagement
The University made notable progress in research, consulting, and community outreach by conducting numerous scientific police studies addressing critical challenges facing Ethiopia’s security and justice sectors. These studies generated practical policy recommendations aimed at strengthening institutional performance.
At the same time, the expansion of consultancy services and community outreach programmes further strengthened cooperation and mutual trust between the University and the public.
Strengthening Administration and Campus Development
Considerable improvements were also achieved in administration and campus development. Several infrastructure projects were implemented to enhance academic facilities and improve service delivery across the University.
Among the key accomplishments were the substantial resolution of the long-standing water supply challenge at the main campus, modernization of the student kitchen, and upgrading of the campus clinic into a fully-fledged health centre. Governance systems and resource management practices were also restructured to improve administrative efficiency and institutional effectiveness.
Accelerating Digital Transformation
As part of its ongoing technological modernization agenda, the University continued replacing traditional administrative procedures with efficient digital systems. During the reporting period, it successfully implemented integrated management, registrar, e-Library, and automated librrary systems to improve teaching, learning, and administrative services.
The University also expanded its broader information technology infrastructure while strengthening strategic partnerships with local and international organizations to support future institutional growth and innovation.
Building a Strong Foundation for the Future
Concluding his presentation, His Excellency Dr. Tamirat Mulugeta emphasized that the University’s achievements during the 2018 Ethiopian Fiscal Year have established a solid foundation for sustained institutional growth, enhanced operational readiness, and continued excellence in police education, research, and professional development in the years ahead.
